Preparing for G-Cloud 15: What's Changing?

With G-Cloud 14 in progress, preparation for G-Cloud 15 has already begun! This annual framework renewal marks the next stage in the UK government's cloud procurement evolution. While it will build upon previous versions to improve public sector access to cloud services, significant changes are expected this time around.

Key Updates for G-Cloud 15:

  • Cloud Compute will be incorporated into G-Cloud 15 instead of being renewed separately.

  • Changes to the lot structure to better align with market needs.

  • Higher entry barriers—while there will be no supplier cap, criteria for approval will be more stringent.

  • Enhanced compliance checks, including Gold FVRA assessments.

  • Longer framework cycle—expected to run for 18 to 24 months.

Evolution of the G-Cloud Framework

The G-Cloud framework was launched in 2012 by the Crown Commercial Service (CCS) to transform how public sector organisations procure cloud computing services. Each iteration has introduced improvements, ensuring a streamlined and transparent process for suppliers and buyers alike.

Key Enhancements in Previous Iterations:

  • G-Cloud 13 introduced a new Digital Marketplace platform.

  • G-Cloud 14 refined supplier categories, improved search functionality, and expanded contract lengths.

  • G-Cloud 15 will continue this trend, implementing lessons learned to optimise procurement.

Anticipated G-Cloud 15 Timeline

While official dates are yet to be confirmed, we expect:

  • Application process to begin in summer 2025

  • Framework awards in late 2025

  • Implementation period of 18 to 24 months

CCS Plans for G-Cloud 15: Lot Structure & Compliance

Lot 1: Infrastructure as a Service (IaaS) & Platform as a Service (PaaS)
  • Retains IaaS and PaaS categories.

  • Stricter financial and economic standing assessments.

  • Primarily aimed at hyperscalers and resellers.

  • Estimated 150 suppliers.

  • Potential introduction of Lot 1B for high-end requirements (still under review).

Lot 2: Software as a Service (SaaS)
  • Split into two sub-lots:

    • Lot 2A: Software managing cloud infrastructure and services (e.g., FinOps solutions).

    • Lot 2B: General SaaS products.

Lots 3 & 4: Merging Cloud Support Services
  • Consolidation of cloud support services into a single lot.

  • Allows awards with or without competition under new procurement rules.

  • Managed service providers will be explicitly included.

Procurement & Compliance: What Suppliers Need to Know

1. Stricter Supplier Requirements
  • More rigorous assessments to ensure compliance with government procurement policies.

  • Increased financial and economic standing checks, particularly in Lot 1.

2. Supplier Engagement & Assurance
  • Development of technology-specific terms and conditions.

  • Improved supplier vetting and service assurance processes.

3. Future Consultations & Supplier Impact
  • Consultations will be for feedback, not negotiation.

  • Higher entry barriers may lead to fewer approved suppliers.

  • Alternative CCS agreements (e.g., Low Value DPS) for affected suppliers.

The Procurement Act (February 2025) and a National Audit Office report have driven these updates. Key factors include:

  • Increased scrutiny of public sector spending to ensure better value for money.

  • Encouraging competition by consolidating frameworks and reducing management fees.

  • Introduction of 'open frameworks' under the 2023 Procurement Act, allowing for continuous supplier additions over an eight-year period (but without direct awards).

Businesses relying on G-Cloud should diversify their presence across other frameworks to mitigate risks.
